PADM 700 Discussion: Case Study Assignment Instructions
Complete a 450-500 word case study analysis applying public administration theory to real-world governance challenges while integrating required readings and scholarly sources. Students participate in four discussions throughout the course, conducting case studies of observed public administration contexts. The analysis builds upon concepts learned and discussed in previous module essay assignments. Each discussion thread requires 450-500 words, while replies to classmates should be 200-250 words each.
For the case study component, students may cite scholarly sources; however, any source used must focus on an actual real-world public administration situation rather than purely theoretical or philosophical discussions. The chosen article should discuss and analyze a concrete public administration scenario that allows for practical application of course concepts. Students apply concepts from the previous Module: Week’s essay to analyze the situation, in addition to incorporating required reading and presentations from the current Module: Week. Both elements remain essential for a complete analysis.
Students post replies of 200–250 words each to two classmates’ threads. Each reply must be unique and integrate ideas (and citations) from the required reading. Reply comments engage the case study observations made by classmates and bring to light concepts from the required reading from the current Module: Week as well as additional reading. Merely posting the same reply in multiple places is insufficient and may constitute academic misconduct. The original thread incorporates ideas and citations from all required readings and presentations for that Module: Week in addition to research from two scholarly sources. Reply posts also integrate ideas and citations from the required readings and presentations for the Module: Week, as appropriate, and at least two scholarly sources per reply.

Professional Communication Standards
Discussions play an exceptionally important role in this course. Consider these threads and replies as formal communications on the same level as those conducted with employers, clients, or colleagues in the professional, political, or academic world. As such, they must be free of grammatical errors, properly formatted in current APA style, and consist of well-reasoned, contemplative, and substantive posts and replies rather than mere ipse dixit. These threads and replies must be adequately supported by citations of the sources or support for your ideas as well as any quoted materials.
Open, courteous discussion yields the greatest opportunities for growth in this class. Both responding to other students and responding to the instructor count as one reply post. The art of communication represents, in many ways, the lifeblood of effective political leadership. Everything you write—every paper, post, and email—creates or reinforces an impression of you. Begin cultivating the communication skills of the statesman and stateswoman: the ability to speak the truth logically and persuasively with compassion and respect. Each response post must include new research and analysis and must build upon the ideas communicated in the original post. Thus, responses go beyond merely restating and affirming what a classmate has said and instead bring in more depth, research, and analysis. Accordingly, each response post must include citations from the required reading and presentations.
Responding to a classmate’s thread requires both the addition of new ideas and analysis. A particular point made by the classmate must be addressed and built upon by your analysis in order to move the conversation forward. Thus, the reply is a rigorous assignment that requires you to build upon the thread to develop deeper and more thorough discussion of the ideas introduced. Replies that merely affirm, restate, or unprofessionally quarrel with the previous thread(s) and fail to make a valuable, substantive contribution to the discussion will receive appropriate point deductions.
Sample Discussion Thread: Public Value Governance in Crisis Response
Recent OECD research on public administration resilience during the COVID-19 pandemic offers a compelling case study for applying public value governance theory. The study examined eleven public sector organizations across EU member states, revealing how quality management frameworks enabled adaptive responses to unprecedented crisis conditions (OECD, 2023). Madrid Salud, for instance, conducted over 70,000 PCR tests for frontline municipal staff while implementing virtual town halls to maintain employee engagement. These actions demonstrate Bryson, Crosby, and Bloomberg’s (2014) public value governance framework in practice, where organizations move beyond traditional public administration and New Public Management to emphasize democratic values and networked problem-solving.
The case of the Lubuskie Voivodship Office in Poland illustrates how public value creation requires balancing efficiency with employee well-being. When the pandemic suspended traditional training programs, management pivoted to online learning initiatives that maintained staff connection to organizational rhythm while developing new competencies. According to Bryson et al. (2014), public value governance recognizes that government serves as a guarantor of public values, yet citizens, businesses, and nonprofit organizations participate as active problem solvers. The Polish office’s approach exemplifies this collaborative orientation by partnering with private training companies to deliver professional development remotely.
Analysis of these cases through the lens of public value governance reveals several insights for public administration practice. First, resilient organizations demonstrate capacity to absorb, adapt, and learn from shocks while maintaining service continuity. Second, leadership capabilities emphasizing “people first” approaches prove essential during crisis periods. Third, networked collaboration across complex systems of actors enables effective crisis response. These findings align with the theoretical proposition that public value governance offers a necessary evolution beyond traditional public administration and New Public Management approaches, particularly in an era characterized by polycrises and growing uncertainty.
