Write a report of maximum 3000 words.

You are the Project Technical Engineering Manager for the development of a S$280 million Smart Rail Infrastructure Enhancement Project for SMRT Corporation, scheduled for completion within 36 months under a Design and Build contract. The project focuses on upgrading Singapore’s urban rail network with advanced digital technologies, improved energy efficiency, and enhanced commuter experience, aligned with national initiatives such as the Singapore Green Plan 2030 and the Land Transport Authority’s long-term rail development plans.

The client aims to transform the rail system into a next-generation smart mobility network, supported by government investments in sustainable transport and digital infrastructure. Your role includes sourcing cost-effective and durable rail materials, engaging specialist contractors for signalling, automation, and energy systems, and ensuring compliance with regulations set by the Land Transport Authority (LTA) and relevant safety and environmental standards.
