Governments are now incorporating sustainability implications into their health sector plans. However, the problem of most health system planning in LMICs is still stark in outcome measures that focus on the volume of services rather than the value of health services for the patients and clients. Meanwhile, notable developments about what to measure and to measure what matters are ongoing; developed countries are transforming the health systems and strategic planning by embracing value-based outcome measures, shifting from volume to value.     The fundamental purpose of the health system is to achieve good health outcomes. Measuring, reporting, and sustaining better outcomes is important for demonstrating the health system’s contribution to improving the population’s health. As the concept of value-based health care rapidly spreads worldwide, low—and middle-income nations are starting to embrace it and accelerate universal health coverage. Historically, health systems in low- and middle-income countries have taken a volume-based approach to health rather than a value-based one. The public sector has focused on coverage rates or access, and the private sector profits when it drives the quantity of expensive, hospital-based care. However, shifting to a value-based approach can lead to significant benefits, including improved health outcomes, reduced costs, and sustained improvements in the population’s health over time. Adhering to this path will create long-lasting structural flaws that increase costs without delivering desired results (value), similar to what we see in many developed economies.

    Students are expected to lodge an assignment extension request form and supporting documentation to Public Health Teaching Support at least 2 days before the due date of the assessment. In exceptional circumstances, a request may be accepted up to 5 working days after the due date of the assessment.     How to apply for an extension:

      1. Access the Application for Assessment Extension quick form in OASIS. Quick forms are administration forms that pre-populate with your current recorded personal and course information to save you time. Quick Forms are available from the my studies tab in OASIS. Alternatively you can access this form and fill in the necessary details.
      2. Fill in all sections of the Assignment Extension Request Form and save it on your computer/USB.
      3. Scan your supporting documentation (eg. Medical certificate, Counsellor’s letter, or other relevant information) and save them on your computer/USB.
      4. Submit both the Assignment Extension Request Form and your supporting documentation by attaching it to an email to Public Health Teaching Support with your name and student ID in the subject field.

    To complete Part 1 of the Competency Assessment:

    • After you have carefully reviewed the 5 Guidelines for  Developmentally Appropriate Practice and 12 Characteristics of Effective  Early Childhood Teachers, interview and observe an early childhood  teacher.
    • In your interview, share and discuss the 5 Guidelines for  Developmentally Appropriate Practice and the 12 Characteristics of  Effective Early Childhood Teachers.
    • Ask the teacher to share his/her interpretation, insights, and  examples of at least 2 of the Guidelines for Developmentally Appropriate  Practice and 3 of the Characteristics of Effective Early Childhood  Teachers.
    • Spend at least 2 hours in the teacher’s setting observing for the  three identified Guidelines of Appropriate Practice and Characteristics  of Effective Teaching you discussed.

    • Summarize how the teacher in the video interprets and demonstrates  at least 2 of the 5 Guidelines for Developmentally Appropriate Practice.
    • Analyze how the observations you make in the video compare with the  research-based information in the resource. Offer 2 possible areas of  improvement.

Also, consider leaders you respect, have known,  and/or with whom you’ve worked and which of their characteristics,  capabilities, practices, and understandings fostered their excellence as  effective leaders in early childhood settings, and also what they were  lacking.

    Then develop an early childhood leadership assessment and  philosophy of effective leadership in early childhood settings by  completing the chart located in the Effective Leadership in Early  Childhood Settings document:

    • Choose 8 leadership characteristics, capabilities, practices, and/or  understandings of effective leaders in early childhood settings to list  in the assessment chart below.
    • Add 2 leadership characteristics, capabilities, practices, and/or understandings of your own to the assessment chart.
    • Share the Assessment you have created with a leader/director of an  early childhood program/setting.
